SUBJECT: Combined Federal Campaign Final Regulation

I am pleased to inform you that the final regulations concerning the Combined Federal Campaign (CFC) were published in the Federal Register on November 20, 2006. These final regulations, which are effective immediately, represent a balanced approach to meet the current and foreseeable future needs of the CFC and continue the tradition of accountability in the CFC.

Since the release of the proposed regulations on June 29, 2006, staff carefully considered the comments from 415 individuals and organizations. We appreciate the great interest demonstrated in the administration of the CFC and thank all of you who took the time to share your views and recommendations.

The final rule describing the changes to the CFC regulations can be found online at this copy of the Federal Register. A complete version of the new 5 CFR Part 950, issued by the Government Printing Office, will follow. This document, along with the model 2007 CFC application for national/international independent organizations and federations and the relevant guidance will be available on OPM's Office of CFC Operation's website shortly. All PCFOs are asked to disseminate this information to your locally participating charities.
