As part of the People and Culture Cross-Agency Priority Goal of the President’s Management Agenda, the Office of Personnel Management (OPM), the Office of Management and Budget (OMB), and the Presidential Personnel Office (PPO) are leading a nationwide Hiring Excellence Campaign (the Campaign or HEC) to prepare agencies to “Connect with Top Talent” from communities across America. The Campaign emphasizes the need for collaboration between hiring managers and human resources professionals and focuses their efforts on using the full-range of recruitment and hiring tools to attract top talent and hire highly-qualified individuals. Through the Campaign’s virtual and in-person sessions, hiring managers and HR professionals will receive expert guidance on how to:

  • Establish effective collaborative relationships to improve outreach, recruitment, and hiring outcomes
  • Use USAJOBS tools to attract and recruit diverse, qualified applicants
  • Design and use assessments to identify top candidates
  • Leverage hiring authorities and flexibilities to select quality candidates
  • Strategically use data to analyze hiring trends and inform recruitment and hiring decisions

Primary Focus Areas — What Topics will the Sessions Cover?

The sessions include information on each of the five primary focus areas highlighted in the Hiring Excellence Campaign.

    This section provides information and resources on ways that managers and supervisors with responsibility for hiring can be more involved in the hiring process.

  • Strategic Recruitment

    This section provides resources and information to assist you attract and recruit strong candidates prepared to perform successfully on the job.

  • Assessments

    This section provides information and resources on assessments options and models to help you design your assessment strategies to fill your positions with highly qualified talent.

  • Hiring Authorities

    This section covers hiring authorities available to agencies to hire top talent from all segments of society, including veterans, students, recent graduates, and individuals with disabilities.

  • Diversity and Inclusion

    This section emphasizes cultivating a culture that connects each employee to the organization and encourages collaboration, flexibility, and fairness.
