The SES pay-for-performance system requires that OPM certify the agencies' performance appraisal systems, with OMB concurrence. Once an agency is certified, the agency can make SES pay adjustments above Executive Level III up to Level II and have access to the higher aggregate pay limit.
As of December 31, 2014, 81 of 100 (81%) agencies have certified SES and/or SL/ST appraisal systems. The following is a list of agencies that have received certification during the calendar year.

Overall, 52 of 81 (64%) of all certified SES and SL/ST appraisal systems have full certification. (Full certification covers about 24 months; provisional certification covers about 12 months)
