The Human Capital and Training Solutions (HCaTS) Contracts are the result of a partnership between the U.S. Office of Personnel Management (OPM) and the General Services Administration (GSA). This partnership manages a new strategically sourced, indefinite delivery/indefinite quantity (IDIQ) government-wide contract that provides complex, customized human capital and training services to all federal agencies. The HCaTS Contracts provide federal agencies with a reliable, flexible, fast, and efficient way to obtain best value solutions for complex human capital and training services. This first-of-its-kind partnership combines GSA’s acquisition know-how with OPM’s human capital expertise to give federal agencies more human capital and training options than ever before—and many new small businesses the chance to work alongside them. The two dynamic HCaTS Contracts are the first major solution for the human capital and training category and are supported by the Category Management Leadership Council chaired by the Office of Management and Budget (OMB). You have options with HCaTS. Your task orders can be firm-fixed-price, cost reimbursement, labor hours, time and materials—or a combination of these. HCaTS also features two alternative choices for customers:
HCaTS offers three Key Service Areas (KSAs):
HCaTS-Assisted is a seamless, full-service, assisted acquisition services process. We work with you to develop the entire acquisition package, including the requirements document (SOO, SOW, or PWS), IGCE, market research, and request for proposal. Once the package is complete, we release the task order solicitation to HCaTS providers—experts in the fields of human capital, training and learning, and organizational process improvement. TMA Program Project Managers and GSA Ordering Contracting Officers (OCOs) guide you through every step of the acquisition life cycle, resulting in premier customized solutions and products that fulfill your human capital needs.
HCaTS-Direct is a great option for leveraging HCaTS to access highly skilled providers through use of the Delegated Procurement Authority (DPA) by your own contracting office.
Delegated Procurement Authority (DPA) is the official way the government gives an Ordering Contracting Officer (OCO) approval to start working on a procurement activity through an established procurement contract such as HCaTS. HCaTS DPAs are issued by GSA to the OCO after the completion of DPA training.
The first thing to know is that a DPA gives you access to preselected providers who represent the best and brightest federal strategy, training, development, and performance-improvement providers available. They’ve undergone a rigorous, highly competitive process in order to be awarded an HCaTS Contract. HCaTS consists of providers in all business sizes and socio-economic subgroups. This enhances your agency’s ability to meet its small business procurement goals. Next, DPA allows you to do your own acquisition planning, including conducting task order competitions, issuing task orders, assigning Contracting Officer Representatives (CORs), processing invoices, conducting evaluations, and closing out task orders. And there’s no fee for this since you do all the work!
Your OCO needs to attend GSA’s DPA training, which introduces the HCaTS Contracts, describes roles and responsibilities, and instructs how to order from the HCaTS Contract. After your OCO obtains a DPA, they can order off the contract vehicles at any time.

As an optional complimentary service that may reduce protest risk for our DPA customers, OPM will review your draft requirements and provide guidance. An OPM consultant with human capital and training expertise will review and advise on your requirements statement for compatibility with HCaTS and human capital policy. Where human capital themes are predominant, the consultant may advise how you can best formulate the requirements to reflect the principles of human capital management described in Title 5 CFR Part 250 (OPM’s Human Capital Assessment and Accountability Framework). For HCaTS DPA OCOs who are interested in scope advisory services on their Statements of Requirements (PWS, SOW, or SOO) with an OPM human capital consultant, the HCaTS DPA review process is simple and may reduce the risk of protest. The Human Capital and Training Solutions (HCaTS) Contracts help federal agencies procure customized, best-in-class human capital consulting services for management and training. HCaTS is the first category management solution for Human Capital and Training and is supported by the Category Management Leadership Council.
HCaTS Unrestricted and HCaTS Small Business contracts meet your needs with comprehensive capabilities, flexibility, and variable or multiyear periods to align with your agency’s mission. The contracts—developed in partnership with the General Services Administration (GSA)—allow your agency to consolidate and optimize spending for customized human capital consulting services.
HCaTS Contracts provide:
HCaTS Direct: After your Contracting Officer attends mandatory training, GSA issues a Delegation of Procurement Authority to the Ordering Contracting Officer, who can then award a task order through the contracts. OPM is available to provide complementary scope reviews for customer agencies.
HCaTS Assisted Services: OPM—supported by GSA’s AAS contracting expertise—performs the acquisition on your behalf and provides pre- and post-award support through the Training and Management Assistance Program (TMA).
