TMA FAQs

  • The terms and conditions of your current Interagency Agreement (7600A) will be honored through its effective period of performance, even with the HCaTS Contracts now available for use. The HCaTS Contracts will be the new vehicle through with which the TMA Program will provide its assisted services. If you have existing options or option periods awarded under the current TMA IDIQ Contract, they will continue to be administered and may be exercised under the current TMA IDIQ Contract. The current TMA IDIQ Contract remains in force until September 30, 2017. All work awarded under the current TMA IDIQ Contract must be completed by September 29, 2018. Contact the TMA Program to discuss transitioning to the HCaTS Contracts.

  • No. The TMA Program is an organization within OPM’s HR Solutions that provides human capital management, training and organizational performance improvement solutions to Federal agencies. The TMA Program will continue to provide these products and services using the more flexible HCaTS Contracts.

  • GSA oversees and administers the awarded contracts, while OPM provides program support and guidance on requirements to customers. Both GSA and OPM will provide assisted acquisition services—editing and finalizing requirements documents, providing task order lifecycle services, and project management support to Federal agencies. The TMA Program will continue to deliver high-quality human capital services and training products that align with the federal Human Capital Assessment and Accountability Framework (HCAAF) to agencies.

  • HCaTS is two indefinite delivery/indefinite quantity (IDIQ) contract vehicles (HCaTS Unrestricted and HCaTS Small Business) that offer expanded scope and increased ordering flexibility over other human capital contracts. The HCaTS Contracts are the first major solution within the Human Capital Category of the Federal Category Management Initiative. They are supported by the Category Management Leadership Council chaired by the Office of Management and Budget (OMB). HCaTS replaces the TMA Contract as the vehicle of choice for customized human capital, training and organizational performance improvement solutions.

  • The TMA Program can continue to order human capital and training solutions for its clients from the current contract vehicle through September 2017. During this transition period, the TMA Program can use both contracts as appropriate to support customers.

  • OPM’s HR Solutions (HRS) Training and Management Assistance (TMA) Program was established in the 1980’s to help Federal agencies meet their human capital and training needs. The TMA Program was consolidated into HRS in 2010. The TMA Program developed the TMA Contract to service growing customer requirements among Federal agencies for large-scale, multi-year human capital and training programs, and remains in force until September 30, 2017, only. The TMA Program will continue to provide human capital and training services through its partnership with the General Services Administration (GSA) and the new HCaTS (Human Capital and Training Solutions) Contracts.

HCaTS FAQs

  • For the HCaTS-Direct option, there are no fees assessed to the agency using the HCaTS Contracts. For the HCaTS-Assisted option, the requesting agency will pay a tiered management fee based on the value of the project over its lifecycle. The fee may be lower if the requesting agency moderates the project’s complexity and acquisition risk. Fees under the HCaTS Contracts are less than the current TMA Contract fees by 10%-15%. The new fee structure, based on project costs, includes:
    • $20M+: 3%
    • $10M to $19.999M: 5%
    • $2.5M to $9.999M: 7%
    • $500K to $2.499M: 10%
    • $0 - $499K: Reserved for HCaTS Small Business and/or refer to HCaTS Direct or other alternative such as a GSA Schedule, OPM’s HRS or a Shared Service Provider.

  • The HCaTS Contracts are part of a strategic, government-wide movement to “buy-as-one” through category management and are an important first step in optimizing spending in the human capital category. HCaTS Contracts provide multiple qualified industry partners to provide the broadest scope of human capital management and training services to meet the needs of the Federal workforce. Solutions conform  to Federal agency-specific and OPM policies, procedures, rules, regulations, and the OPM HR Community of Practice and governing doctrines to include, but are not limited to, the Human Capital Assessment and Accountability Framework (HCAAF), i.e., Quality is “Built-In.” The HCaTS Contracts will assist Federal agencies in accomplishing the following objectives:
    • Improve and advance human capital management in accordance with the HCAAF and OPM governing doctrines, and help agencies accomplish their assigned critical missions.
    • Increase the effectiveness and efficiency of critical business processes.
    • Provide optimal professional development opportunities to the Federal workforce.
    • Undertake effective change management initiatives.
    • Develop effective metrics to assess progress in carrying out human capital strategies (category management).
    • Maximize the return on investment in human capital management and training services.
    • Help agencies meet their small business procurement goals.
    • Provide longer-term planning for complex program requirements for up to 10-1/2 years.

  • OPM targets 90 days or less from the date funding is accepted for HCaTS-Assisted services. However, this period may vary based upon the complexity and scope of the requirements. For HCaTS-Direct, it is up to your agency’s lead times.

  • Yes. Customers should always include small business planning in their acquisition strategy. They should consult with their agency Ordering Contracting Officer (OCO) and Office of Small and Disadvantaged Business Utilization (OSDBU) to determine their best procurement approach. With the HCaTS-Direct option, the agency’s OCO makes this decision in consultation with the OSDBU. With the HCaTS-Assisted Services option, the OPM TMA Program team will collect the requesting agency’s recommendations—including their small business recommendation—and coordinate with GSA’s OCO. The OCO makes the final decision on how to conduct the solicitation to the greatest advantage of the government, but the requesting agency’s recommendations will carry substantial weight in that decision. Existing options and/or option periods awarded under the current TMA IDIQ Contract will continue to be administered and exercised under the current TMA IDIQ Contract. The current TMA IDIQ Contract remains in force until September 30, 2017. All work awarded under the current TMA IDIQ Contract must be completed by September 29, 2018.   • The Human Capital and Training Solution (HCaTS) Contracts are the result of a partnership between the U.S. Office of Personnel Management (OPM) and the General Services Administration (GSA). The partnership manages two new strategically sourced, indefinite delivery/indefinite quantity (IDIQ) government-wide contracts that provide customized human capital management, training, and organizational performance improvement services to all Federal agencies. The HCaTS Contracts provide Federal agencies with reliable, flexible, fast, and efficient ways to obtain best value solutions for complex human capital and customized training services. The HCaTS Contracts are the first major solution within the Human Capital Category of the Federal Category Management Initiative. They are supported by the Category Management Leadership Council chaired by the Office of Management and Budget (OMB).

  • There are two ways federal agencies can use HCaTS:
    1. HCaTS-Direct:  After an Ordering Contracting Officer (OCO) attends mandatory Delegation of Procurement Authority (DPA) training, GSA will issue a DPA to the customer agency OCO who then can award task orders through the contracts. The DPA establishes the OCO’s roles and responsibilities. OPM is available to provide complementary scope advisory reviews for customer agencies; or
    2. HCaTS-Assisted: OPM (supported by GSA’s Assisted Acquisition Services contracting expertise) performs the acquisition on behalf of the customer agency and provides pre- and post-award support, as negotiated with the customer. An Interagency Agreement is required.

  • GSA awarded two separate contracts: HCaTS Unrestricted, and HCaTS Small Business (SB). Both contract vehicles provide the same scope of government-wide human capital management, training and organizational performance improvement products and services. Both contract vehicles offer the ability to use all contract types and provide pricing at the task order level (i.e., firm-fixed-price (all types), cost reimbursement (all types), time and materials, and labor hour). Task orders may also combine more than one contract type (e.g., FFP/cost, FFP/labor hour, etc.).  Additionally, task orders may include incentives, performance based measures, multi-year or option periods, and commercial or non-commercial items.

  • OPM’s HR Solutions’ Training and Management Assistance (TMA) Program provides presolicitation services (e.g., scope advisory services, requirements determination, and more) for the requesting agency. These services include assisting in preparing the requirements and acquisition package, and coordinating with GSA to solicit the requirements on the appropriate HCaTS Contract using GSA’s eBuy system. Following award to an industry partner, the TMA Program will provide Contracting Officer’s Representative (COR) and project management services. GSA will provide vendor and financial management services for each project, while the TMA Program will coordinate those activities with GSA on behalf of the customer.
