HR Training on Demand: Upcoming Courses!

Spring and Summer 2017

The Office of Personnel Management's (OPM) Human Resources Solutions' (HRS) HR Training on Demand (HRToD) program has added new Summer courses to the calendar! Course offerings cover a variety of topics, including a BRAND NEW Reduction in Force (RIF), Workforce Planning, and Employee Relations Training!

Best Practices in Assessment Questionnaire Development

July 18-19, 2017 | 8:30am – 4:30pm | Washington, DC

This 2-day workshop equips HR Professionals with the knowledge and skills required to develop an assessment questionnaire (AQ) and improve the agency’s ability to identify the most qualified applicants. A highly experienced, federal HR Consultant and a federal Industrial/Organizational Psychologist will instruct participants on best practices and steps for developing an effective AQ for use in an automated system. Topics include job analysis, minimum qualifications and specialized experience, item writing, rating scales, and scoring. This workshop offers numerous opportunities for participants to apply best practices for AQ development and to receive feedback from the instructors. Participants also receive a comprehensive handbook that serves as a critical job aid and supplements agency standard operating procedures and the Delegated Examining Operations Handbook. Succession Planning

Succession management is critical to mission success and creates an effective process for recognizing, developing, and retaining top leadership talent. This 2-day interactive course provides participants with a comprehensive, practical understanding of the benefits and processes involved in succession planning, the OPM Succession Management Model, and industry best practices in alignment with the requirements of the 5 CFR 250 and Government Performance and Results Modernization Act of 2010. This course equips participants with the knowledge and ability to apply succession management principles for deploying low-cost, high-impact tools across agencies. Delegated Examining Certification

August 1-3, 2017 | 8:30am – 4:00pm | Washington, DC

$650/person

This 3-day training equips participants with the knowledge and skill required to perform competitive examining. This training is a must for anyone conducting delegated examining (DE) work. An experienced HR instructor guides participants through the DE process, rules, and regulations through lecture, hands-on exercise, and case studies. Classification Refresher

August 8-10, 2017 | 9:00am – 4:00pm | Washington, DC

$900/person

In this 3-day refresher course, a federal classification expert will discuss current topics in basic and advanced classification (e.g., the Factor Evaluation Standard and narrative standard formats, defensible evaluation statements, statements of difference, and classifying developmental and supervisory positions). The instructor will review commonly appealed classification decisions, discuss position management issues, and provide an update from OPM's Classification Policy Section. Workforce Planning

Workforce planning is grounded in its contribution to organizational performance. It provides management a way to align the workforce with the business plan, and address current and future workforce issues. This 2-day interactive training will provide a comprehensive overview of the OPM Workforce Planning Model and industry best practices in alignment with the requirements of the 5 CFR 250 and the Human Capital Framework. Participants will be equipped with the ability to apply workforce planning principles and deploy low-cost, high-impact tools for deployment across agencies. Foster a Results-Oriented Culture: How to Write Plans and Standards

This 1-day workshop on writing performance plans and standards will give you confidence in your performance management planning process. A Federal performance management expert will provide hands-on training and best practices for writing measurable, results-oriented performance standards, discuss OPM policies and regulations for performance plans, and share tips for coaching others to improve performance standards. Dealing with Poor Performers: From Counseling to Taking Action

August 30, 2017 | 9:00am – 4:00pm | Washington, DC

$350/person

Addressing poor performance can seem like an uphill battle, or worse, a losing battle. This course guides supervisors on the steps required before taking action on poor performance. The instructor will also offer guidance on improving communication, providing early counseling, and providing an opportunity for improvement. Finally, the course differentiates between the two authorities used for performance-based actions (5 CFR Part 432 and Part 752) when performance continues to decline. Reduction in Force

August 29-30, 2017 | 9:00am – 4:00pm | Washington, DC

In this 2-day course a federal restructuring expert will offer a hands-on approach to the planning, preparation and execution of a Reduction in Force and other reshaping or restructuring events. Topics will include: Introduction and Overview to Reshaping/Restructuring, RIF Avoidance and Planning, the Checklist approach to RIF (Pre-RIF, Management Decisions, RIF Team Requirements, & Qualifications), Employee and Position Data (Data Sources, Management Decisions, and Competitive Area Defined/Established), RIF Team Dynamics, and Customer Questions and Scenarios. The course presents an experiential approach drawing from case studies and examples. It is intended for agency decision-makers or contributors, including potential RIF team members, supervisors and leadership.

Employee Relations

Employee Relations refers to an organization’s efforts to manage relationships between employers and employees. An organization with a good employee relations program provides fair and consistent treatment to all employees so they will be committed to their jobs and loyal to the organization. Such programs focus on preventing and resolving problems arising from situations at work. This two-day interactive training will provide a basic overview of Employee Relations in the Federal government. Instructors will discuss employee accountability, leave administration, Merit System Principles and Prohibited Personnel Practices, performance management, and disciplinary and adverse action procedures.
