No. Schedule B positions are exempt from the usual competitive examining procedures (5 CFR § 213.3201) and students appointed under the Schedule B Student Educational Employment Program are also exempt from the rating and ranking requirements under the Excepted Service. See 5 CFR § 302.101.
However, agencies may want to establish a ranking procedure to place themselves in a better position to explain and defend their decisions. For example, based on the qualification standards used for the position, students may be evaluated to determine only eligibility or ineligibility for the position or may be ranked according to more qualitative factors. It is recommended that procedures be documented and applied consistently to avoid any appearance of impropriety.

OPM expanded the types of entities from which an agency may accept proof of disability and certification of an applicant's job readiness. Agencies may accept proof and certification from a licensed medical professional (e.g., a physician or other medical professional duly certified by a State, the District of Columbia, or a U.S. territory, to practice medicine); a licensed vocational rehabilitation specialist (i.e., state or private); or any Federal agency; State agency, or agency of the District of Columbia or a U.S. territory that issues or provides disability benefits.

- Competitive Appointments. Many applicants with disabilities find employment through standard competitive procedures in the same manner as individuals without disabilities. (www.usajobs.gov)
- Student Employment Programs. This program helps Federal employers find the right people to fill current and future hiring needs. It also gives students the opportunity to get hands-on experience. This program has two major components – the Student Temporary Employment Program (STEP) and the Student Career Experience Program (SCEP). (www.usajobs.gov/students.asp)
- Federal Career Intern Program. This program is designed to help agencies recruit and attract exceptional individuals into a variety of occupations. It was created under Executive Order 13162, and is intended for positions at grade levels GS-5, 7, and 9. In general, individuals are appointed to a 2-year internship. - Veterans Appointments. Federal vacancy announcements are the means by which an agency advertises its vacancies. Job vacancy announcements describe position information including the title, salary, duties, qualification requirements, closing date, and application procedures. There is no universal format for vacancy announcements: each agency creates and manages announcements independently, so you should carefully review each section. Announcements are removed from the USAJOBS Website on the closing date; therefore, you are encouraged to maintain for future reference a copy of announcements to which you apply

Executive Order 13163, which became effective in July, 2000, calls for Federal agencies to increase employment opportunities for individuals with disabilities employed at all levels and occupations in the Federal Government. It focuses attention on the need to hire and advance qualified individuals with disabilities within the Federal Government. Executive Order 13163 also requires each Federal agency to have a plan as to how it will increase the opportunities for individuals to be hired in the agency.

An agency may noncompetitively convert to a career or career-conditional appointment in the competitive service an employee who has completed 2 years of satisfactory service under this authority. Satisfactory service is service that begins with a non-temporary (e.g., permanent or indefinite) 5 CFR 213.3102(u) appointment. (Refer to 5 CFR 315.709)

Yes. Agencies may consider and count work experience gained under the former Stay-in-School Program toward the 640 hours. However, there should be clear documentation showing the relatedness between the work (actual duties/tasks/assignments) performed under the Stay-in-School appointment and the work being performed under the Student Career Experience Program
