Katie Malague
Chief Management Officer, Office of the Director
Katie Malague serves as the Chief Management Officer with the U.S. Office of Personnel Management (OPM).
Prior to joining OPM, Katie held roles in the public, private, and nonprofit sectors. Most recently, Katie was the principal deputy for the U.S. Department of Education’s Office of Federal Student Aid, overseeing the agency’s enterprise-wide management functions, including strategic and operational planning, human capital, budget and finance, procurement, and information technology. She initially joined FSA as the Deputy Chief Operating Officer for Strategy and Performance, leading the agency’s strategy, organizational performance, risk management, data analytics, and operational improvement teams.
Katie previously served as Vice President for Government Effectiveness with the Partnership for Public Service, a nonpartisan nonprofit organization that focuses on federal management issues; Director of the U.S. Department of the Treasury’s Office of Strategic Planning and Performance Improvement and the agency’s Deputy Performance Improvement Officer; a manager in the Office of Management and Budget’s Performance and Personnel Management team; and a manager in Accenture’s federal consulting practice, specializing in change management and organizational performance. Her first government job was a brief stint as a letter carrier for the U.S. Postal Service.
Katie earned her bachelor’s degree from Bucknell University and her master’s degree from Harvard University. She was formerly president of Bucknell’s Alumni Association and was elected as a fellow in the National Academy of Public Administration in 2018.
