Why is the term “intellectual disability” used in the final regulations instead of cognitive disability, mental retardation or mental disability?

OPM issued final regulations to amend Schedule A regulations pertaining to the appointment of people with disabilities.  The final regulation replaced the outdated term “mental retardation” with “intellectual disability” without any change in the intended coverage.
