How do we compute a recruitment or relocation incentive amount for an employee who is receiving a retained rate?

Because a retained rate is not basic pay for the purpose of computing recruitment and relocation incentives, the maximum rate of basic pay for the employee’s grade must be used in place of the retained rate to calculate the recruitment or relocation incentive. (See 5 CFR 536.307.)
