If I am a designated congressional staff person with SHOP coverage and during the calendar year my position changes so that I am no longer designated as an employee of the official office, can I select coverage from the same plans offered by OPM to other Federal employees?

Official office staff designations are made on a yearly basis, so you would have to wait until Open Season to sign up for an OPM contracted FEHB plan for the following calendar year. Employment in a non-designated staff position would allow you to select coverage under an OPM contracted FEHB plan, but you would continue your SHOP coverage through the end of the calendar year
