RELEASE: New OPM Workforce of the Future Playbook Prioritizes a Skilled, Inclusive, and Agile and Engaged Federal Workforce

Washington, DC – The Office of Personnel Management (OPM) released a new Workforce of the Future Playbook today supporting a federal workforce that is inclusive, agile and engaged, and equipped with the right skills to deliver for the American people. The Playbook provides concrete actions that agencies can take to build and equip the workforce of the future, incorporating new strategies and sharing best practices across government.

“OPM is 100% invested in strengthening the federal workforce,” said OPM Director Kiran Ahuja. “This Playbook is just another example of OPM’s ongoing efforts to equip federal agencies with the tools and resources to hire the right talent and strategically plan for their future workforce. The federal government works best when we leverage the full talent of our nation and workforce – this playbook is full of useful strategies to do just that.”

The Workforce of the Future Playbook outlines specific actions agencies can take, organized into three pillars of OPM’s vision – inclusive, agile and engaged, and equipped with the right skills. To help agencies achieve this future state, OPM has highlighted twelve priority areas:

  1. Strategic Workforce Planning
  2. Strategic Recruitment
  3. Skills-Based Hiring
  4. Pooled Hiring / Shared Certificates
  5. Integration of AI Technology
  6. Organizational Health
  7. Employee Health & Well-Being
  8. Data Driven Workforce Decisions
  9. Career Pathing and Employee Development
  10. Early Career Talent
  11. Fostering an Inclusive Work Environment
  12. Inclusive Outreach Strategy

Coming soon, OPM will provide guidance through webinars, training, and technical assistance from subject matter experts to support agencies in their implementation of these strategies. The Playbook will serve as the building block for a future workforce that promotes increased effectiveness and efficiency in service to the American people. Periodic updates will be posted to the Workforce of the Future webpage.

This Playbook builds on President Biden’s vision for the future federal workforce, articulated in OPM’s Strategic Plan and the President’s Management Agenda.
