2015 Annual Employee Survey Results

1. Interpretation of Results
The 2015 Federal Employee Viewpoint Survey (FEVS) results reveal that OPM remains ahead of the curve in many areas that are critical to the Agency's goal of attracting, engaging, and developing a diverse and effective workforce. 72% of employees responded to the FEVS, which is 22% greater than the Governmentwide response rate. The survey results continued to reflect positive employee views about working at OPM. Notably, employees positively perceived their work unit's ability to "recruit people with the right skills," which scored 4% higher than in 2014, and 11% higher than the Governmentwide average of 42%. OPM held steady on the Global Satisfaction Index (an indicator of employees' overall workplace satisfaction) with 69% satisfaction, which placed the Agency 8th out of 37 agencies on this measure. OPM was ranked 7th out of 37 agencies on the Employee Engagement Index (EEI) at 71%, which reflects the high priority that the Agency places on engaging its workforce. However, OPM has struggled to gain traction on the EEI subindex "Leaders Lead," which has declined 4% from 2013 to 2015.
A deeper look at this year's results shows strongly positive responses for several questions included in the New Inclusion Quotient (IQ) Index. This feedback is also indicative of the Agency's continued efforts to improve supervisory leadership. Starting in 2014, Agency supervisors were trained on the New IQ, ensuring that all supervisors would have the skills to establish an environment that supports a diverse and inclusive workplace. Additionally, in 2015 supervisors began to receive suggested "Small Acts of Inclusion" to reinforce the learning. The question, "My supervisor is committed to a workforce representative that reflects all segments of society" received 76% positive feedback, which was 9% higher than the Governmentwide average. Another question on the New IQ index, "My supervisor provides me with constructive suggestions to improve my job performance," received 73% positive responses (12% higher than Governmentwide results).
The 2015 EVS results also track with OPM's concerted focus on employee training over the past few years. More than 56% of employees reported that their training needs were assessed, which is up nearly 3% from last year, and satisfaction with training improved by 2.6%. Despite these successes, OPM faces several challenges. A significant number of employees do not feel they have autonomy to make a positive impact at work. Only 41% of employees felt that "creativity and innovation are rewarded," and less than half of employees (49%) agreed with the statement "Employees have a feeling of personal empowerment with respect to work processes." Others feel they "do not have sufficient resources...to get [their] job done" (55% positive response). OPM plans to address these issues and other concerns over the next year.
OPM uses employee survey results to gather information about employee perceptions and identify ways to drive agency performance and improve employee satisfaction. OPM's 2015 EVS results have been shared with agency leaders, supervisors and employees. Each division has a multi-year action plan in place and is currently working on specific activities to build on strengths and address areas of concern. These ongoing plans will be reviewed and adjusted to incorporate this year's survey results. Over the next year, managers and employees will work together to implement these positive changes. OPM will keep our employees informed on this progress as their valued feedback is used to improve the agency's work environment and maintain high levels of employee satisfaction and engagement.
