  • Process all applications received through the USA Staffing system.
  • Establish competitor inventory for the full range of occupational specialties at multiple grade levels.
  • Verify minimum qualification requirements for all candidates referred for consideration.
  • Review veterans’ documentation and adjudicate veterans’ preference prior to assignment of veterans’ preference points on the final referral list.
  • Verify candidates’ claims of eligibility under the Interagency Career Transition Assistance Plan (ICTAP).
  • Rate applicant responses to the assessment questionnaire.
  • Collect ratings from second assessment, if used, to calculate final ratings and certificate ranking order.
  • Issue competitive, merit promotion, and non-competitive certificates/referral lists in accordance with merit system principles and delegated examining procedures . These lists may include traditional certificates and non-traditional certificates such as direct hire authority referrals, where applicable.
  • Provide written notification to all applicants and answer applicant inquiries about the application procedures.
  • Respond to regular inquires from Agency stakeholders regarding staffing actions.
