Enroll in a Health Plan

During the annual FEHB Open Season, anyone eligible to participate in the FEHB Program may enroll, change health plans or options, cancel your FEHB enrollment, and change participation in premium conversion (waive or begin participation).

Outside of Open Season, newly eligible employees may enroll within 60 days of their becoming eligible for the program, members who move outside of the area covered by their plan may enroll in a different plan covering their new location, and OPM may announce special Open Seasons affecting members of specific plans only. There are also a number of other circumstances which can make you eligible to enroll or change your FEHB coverage outside of Open Season.

During the annual FEHB Open Season, anyone eligible to participate in the FEHB Program may change health plans or options, cancel or suspend their FEHB enrollment, and request plan brochures and information. Annuitants can do the above actions by:

  • Using OPM's Open Season Online system.
  • Using Open Season Express by calling 1-800-332-9798.
  • Sending regular mail (Postmarked no later than final date of Open Season) to:

When using this option, please clearly state your Open Season request. If you are making an enrollment change, be sure to tell us the plan you want, the type of coverage (Self Only, Self Plus One or Self and Family), and the enrollment code. Remember to include your annuity claim number and social security number on your request. If you are choosing Self Plus One or Self and Family coverage, we will also need your eligible family member’s information and other insurance information as specified in the instructions mailed to you at the beginning of Open Season.

Outside of Open Season, Annuitants who move outside of the area covered by their plan may enroll in a different plan covering their new location, and OPM may announce special Open Seasons affecting members of specific plans only. There are also a number of other circumstances which can make you eligible to enroll or change your FEHB coverage outside of Open Season.

Compensationers:

Compensationers may review and/or download the FEHB Guide and SF 2809 from the FEHB website.

They may send a written request for an Open Season enrollment change to the Office of Workers' Compensation Programs at this address:

They should include their compensation claim number on all requests.

They should be aware of the following information:

  1. The effective date of an Open Season enrollment change is January 14, 2024. The old FEHB carrier is responsible for covering any medical services provided through January 13, 2024.
  2. The 2024 FEHB premium will be reflected in their February compensation payment.
