FEHB Enrollment Instructions for Department of Defense Employees

Department of the Air Force Employees

Employees may make Open Season enrollments, changes or cancellations, through the Benefits and Entitlements Service Team (BEST) by using either the:

  • Employee Benefits Information System (EBIS) web application -- Access via AFPC Secure at https://w20.afpc.randolph.af.mil/AFPCSecurenet20 or the Air Force Portal at https://www.my.af.mil. Detailed access instructions are on the BEST website.
    OR
  • The BEST automated phone system:
    Employees in the United States will call the BEST automated phone system by dialing 1-800-616-3775. Press 2 for Air Force civilian, then 2 for BEST benefits and entitlements and follow the prompts. When the system voices the benefits main menu, press 1 for health benefits. Overseas employees will first dial a toll-free AT&T Direct Access Number for the country they are calling from, then enter 800-616-3775. Detailed instructions on how to access the BEST phone system and/or reach a counselor are available here.

For further information employees may contact BEST benefits counselors for assistance at the above numbers. When the telephone system voices the benefits menu, press 1 for health insurance, then zero to transfer to a counselor. Hearing impaired employees may obtain assistance from benefits counselors by calling TDD 1-800-382-0893, or if calling within the San Antonio, Texas area, 210-565-2276. Benefits counselors are available Monday through Friday, 7 a.m. - 6 p.m. Central Time.

Department of the Army and DCMA Employees

Employees may make Open Season enrollments, changes, or cancellations through the Army Benefits Center - Civilian (ABC-C) using either the:

Employees Benefits Information System (EBIS) via the web at https://www.abc.army.mil and select "Benefits/EBIS"

OR

Interactive Voice Response System (IVRS) by calling 1-877-276-9287.
Hearing impaired employees may call 1-877-276-9833.

Civilian Employees Outside the Continental United States (OCONUS) may access the Toll-Free IVRS System through the numbers below:

Benefits Counselors are available at the ABC-C Monday through Friday from 6 a.m. to 6 p.m. Central Standard Time.

Users must establish a Personal Identification Number (PIN) for EBIS and IVRS if a PIN has not already been set or if an existing PIN has been forgotten. The same PIN is used for EBIS and IVRS and will stay in effect until the user changes it. The PIN is set by the user and is available immediately. The PIN is established to ensure personal information remains secure. Employees should refer to their most recent Leave and Earnings Statement (LES) when setting the PIN. Users are required to input their Army Knowledge Online (AKO) password to gain access to EBIS.

Department of the Navy

Employees can make Open Season enrollments, changes, or cancellations online by accessing the Employee Benefits Information System (EBIS) at https://www.civilianbenefits.hroc.navy.mil. Click on the "EBIS" button or "Access EBIS Change/View Benefits" link to enter. You will use a Username and Password to log in to EBIS. It is helpful to have a copy of your last SF 50, Notification of Personnel Action, or your Leave and Earnings Statement (LES).

If you need assistance, consult the Frequently Asked Questions or contact The Benefits Line at 1-888-320-2917. To speak to a Customer Service Representative (CSR) for assistance, select menu option #4 between 7:30 a.m. and 7:30 p.m. Eastern time Monday through Friday, except Federal holidays. Peak call wait times during the Open Season between 10:00am and 3:00 pm Eastern time. The toll-free Teletypewriter (TTY) phone number for the hearing-impaired is 1-866-328-9889.

Department of Defense Employees
Department of Defense Education Activity (DoDEA)

To make a FEHB Open Season election employees are strongly encouraged to use the Employee Benefits Information System (EBIS) Logon directly at https://hq-w3.dodea.edu/.

Or through DoDEA's HR homepage at www.dodea.edu/offices/hr/. Click on Employees then Online Employee Access to find the link to EBIS.

DFAS, DISA, DCAA, DTIC, DoDIG, DAU and NDU

These agencies are serviced by DFAS Shared Service Center Benefits Division, which also uses the EBIS automated system for benefits transactions. Go to https://ebis.satx.disa.mil to access this system.

All questions should be directed to DFAS Shared Services Contact Center at 317-510-0454.

DLA and DLA Serviced Employees:

Employees may use the Employee Benefits and Information System by going to www.hr.dla.mil/resources/benefits/ebis/default.html. For further information employees should contact us by going to www.hr.dla.mil/cntctus.htm.
