  • Agency Diversity, Equity, Inclusion and Accessibility Strategic Plan

    OPM’s DEIA Strategic Plan (Plan) identifies goals accompanied by actionable strategies that will advance our human capital priorities. Specifically, the strategies are designed to build the foundational capacity for outreach and recruitment efforts to potential employees, including from underrepresented communities, provide more equitable access to training and leadership development programs, and increase employee satisfaction, engagement, and retention.

  • Agency Equity Action Plan

    Per Executive Order EO 13985 and 14091, OPM assesses how the agency’s services and programs might perpetuate barriers for underserved communities, developed strategies to eliminate barriers and advance equity for all. 

  • Annual Evaluation Plan

    Pursuant to the Foundations for Evidence-Based Policymaking Act of 2018, the Office of Personnel Management develops an  Annual Evaluation Plan, which describes significant evaluation activities that the agency will undertake.

  • Congressional Budget Justification (CBJ) and Annual Performance Plan

    In the annual Congressional Budget Justification and Annual Performance Plan, OPM shows how it uses – and plans to use – the resources appropriated by Congress to achieve its mission. The CBJ is prepared for Congress, and is also made available to the public.

  • Information Technology Strategic Plan 

    This IT Strategic Plan has been developed to carefully align with OPM’s four-year Strategic Plan for FY 2022-2026. This plan calls for IT to drive positive operational outcomes across OPM by leveraging digital technologies that better manage complexity, provide scale, and mitigate risks for the federal workforce. It is an ambitious vision, based on a commitment to data-driven decision making enabled by cloud-based access to a variety of information sources.

  • Presidential Transition Guide for Federal Human Resources

    This guide provides any Administration or agency official who has transition responsibilities with a detailed description of the various rules, regulations, and policies that govern the establishment of transition teams, the departure and appointment of political appointees, and the treatment of career Federal employees.

  • Strategic Plan

    The Office of Personnel Management’s (OPM) strategic plan communicates a vision for the agency’s future, guides decision-making and resource alignment, helps OPM invite ideas and stimulate innovation to advance agency goals and improve outcomes, supports planning across OPM offices, and promotes collaboration toward common results.
