NOTES: NOTES: This table is part of special rate authorization approved on 12/31/25. This table applies only to law enforcement officers as defined in 5 U.S.C. 5541(3) and 5 CFR 550.103. Such law enforcement officer positions are covered by Special Rate Tables L001 through L059, depending on their geographic location. Those tables cover all grades. Law enforcement officers at grades 3-10 will have a “GL” pay plan code. Those at other grades will have a “GS” pay plan code. In references below to occupational series—for example, GS-1811 criminal investigators—the GS reference is understood to include GL employees in the cited series.

Special Rate Tables L060 through L118 are also part of this authorization and cover certain law enforcement personnel not meeting that definition. The authorization also includes Special Rate Tables L119 through L140, which cover certain law enforcement positions that were already receiving special rates in 2025.

Coverage under this table is limited to the categories of employees identified below.

Department of Agriculture coverage is limited to the employees listed below:
(1) in the Law Enforcement and Investigations component of the Forest Service, GS-1801 Law Enforcement Officers and GS-1811 Criminal Investigators who meet the definition of “law enforcement officer” in 5 U.S.C. 5541(3); and
(2) in Office of Safety, Security, and Protection, limited to GS-1801 employees providing personal protection services who meet the definition of “law enforcement officer” in 5 U.S.C. 5541(3).

Department of Justice coverage is limited to the employees listed below:
(1) in the Federal Bureau of Investigation, GS-1811 Special Agents;
(2) in the Bureau of Prisons, GS-0007 Correctional Officers;
(3) in the Drug Enforcement Administration, GS-1811 Special Agents;
(4) in the U.S. Marshals Service, GS-0082 Deputy U.S. Marshals, GS-1801 Federal Enforcement Officers, GS-1801 Aviation Enforcement Officers, GS-1802 Detention Enforcement Officers, and GS-1811 Special Agents; and
(5) in the Bureau of Alcohol, Tobacco, Firearms, and Explosives, GS-1811 Special Agents.

Department of Homeland Security coverage is limited to the employees listed below:
(1) in Customs and Border Protection (CBP), GS-1801 Aviation Enforcement Agents, GS-1811 Criminal Investigators, GS-1895 CBP Officers, GS-1896 Border Patrol Agents, and GS-1881 Air Interdiction Agents and Marine Interdiction Agents;
(2) in Immigration and Customs Enforcement, GS-1811 Special Agents, GS-1801 Deportation Officers, GS-1801 Detention and Deportation Officers, and GS-1801 Technical Enforcement Officers;
(3) in the Secret Service, GS-1811 Special Agents and employees who meet the definition of “law enforcement officer” in 5 U.S.C. 5541(3) and serve in the following occupations: GS-0080 Physical Security Specialists, GS-1801 Investigative Protection Officers, GS-1801 Technical Security Investigators, GS-1802 Protective Armored Specialists, GS-1802 Protective Support Technicians, and GS-1802 Special Officers; and
(4) in the Federal Protective Service, GS-1811 Criminal Investigators and employees who have arrest authority and serve in the following occupations: GS-0080 Physical Security Specialists, and GS-1801 employees in law enforcement positions.

Department of the Interior coverage is limited to employees of the Department (excluding the Office of the Inspector General) in the General Schedule pay system who are (1) properly classified in occupational series 0006, 0007, 0025, 1801, or 1811 and (2) meet the definition of “law enforcement officer” in 5 U.S.C. 5541(3).

Department of State coverage is limited to GS-1811 Criminal Investigators employed by the Diplomatic Security Service.

Additional coverage approved on 01/23/2026, as communicated in CPM-2026-01. Updated coverage includes the categories of employees identified below.

Department of Homeland Security coverage beyond that previously authorized under CPM 2025-25 is limited to the following categories of positions:
(1) in U.S. Citizenship and Immigration Services, GS-1811 Criminal Investigators;
(2) in United States Coast Guard, GS-1811 Criminal Investigators;
(3) in Federal Law Enforcement Training Centers, GS-1811 Criminal Investigators and GS-0080 Physical Security Specialists who meet the definition of “law enforcement officer” in 5 U.S.C. 5541(3);
(4) in Federal Emergency Management Agency, GS-0083 Police Officers and GS-0080 Police Chief and Deputy Chief positions;
(5) in Customs and Border Protection, GS-1801 Investigative Program Specialists and Protective Security Investigators who meet the definition of “law enforcement officer” in 5 U.S.C. 5541(3); and
(6) GS-1801 and GS-1811 positions that provide personal protection services and are employed by DHS Headquarters, Customs and Border Patrol, Coast Guard, or U.S. Secret Service.

Department of the Treasury coverage is limited to Internal Revenue Service GS/GL-1811 Special Agents at all grades.

Department of Commerce coverage is limited to the General Schedule employees listed below:
(1) in Bureau of Industry and Security, GS-1811 Criminal Investigators/Special Agents;
(2) in Office of Security, GS-0083 Police Officers; and
(3) GS-0080 positions within the Office of the Secretary, Immediate Office, Executive Protection Unit, that provide personal protection services.

The special rate tables have also been updated to cover certain additional law enforcement positions that provide personal protection services. Such coverage applies as follows:
(1) U.S Trade Representative (USTR) - GS-1811 positions in the USTR Administration’s Office of Security
(2) Department of Energy – GS-1811 positions within the Office of Environment, Health, Safety and Security; Office of Security Operations; Office of Executive Protection
(3) Environmental Protection Agency - GS-1811 and GS-1801 positions within the Office of Enforcement and Compliance Assurance, Criminal Investigation Division, National Capital Area Branch (Special Services Section and Special Investigations Section)
(4) Department of Transportation – GS-1801positions within the Offices of the Secretary and Deputy Secretary
(5) Federal Energy Regulatory Commission – GS-1811 positions within the Office of the Executive Director, Chief Security Office
(6) Department of Housing and Urban Development – GS-0080 positions within the Office of Administration, Office of the Chief Administrative Officer, Protective Services Division
(7) Small Business Administration – GS-1801 positions within the Office of the Administrator, and
(8) Department of Veterans Affairs – GS-1811 positions within the Office of Security and Law Enforcement, Office of Operations, Security and Preparedness, Office of the Secretary.

This special rate table uses LEO special base rates where applicable for covered grades. Thus, the values shown in the "supplements" column are applied either to base GS rates or base GL rates based on grade.
