INCORPORATING THE 1.0 PERCENT JANUARY 2026 GENERAL SCHEDULE INCREASE. TABLE APPROVED ON 02/13/2024, PER DEPARTMENT OF COMMERCE REQUEST AND BASED ON SUPPORTING SALARY AND STAFFING DATA. FOR EMPLOYEES COVERED BY THE COMMERCE ALTERNATIVE PERSONNEL SYSTEM (CAPS) WHO WOULD OTHERWISE BE GENERAL SCHEDULE (GS) EMPLOYEES COVERED BY THIS SPECIAL RATE TABLE, THE MINIMUM AND MAXIMUM RATES OF CAPS PAY BAND AND BAND INTERVALS WILL LINK TO THE GS MINIMUM AND MAXIMUM RATES FOR CORRESPONDING GS GRADES. WHEN A SPECIAL RATE FOR GS EMPLOYEES THAT WOULD OTHERWISE APPLY TO CAPS EMPLOYEES IS ESTABLISHED OR INCREASED, PARALLEL ADJUSTMENTS ARE MADE TO THE CAPS EMPLOYEE’S RATE OF PAY. Individuals cannot request a special rate. Requests for special rates must come to OPM through agency headquarters.
