LTD TO THOSE RATED AS PILOTS & OCCUPYING A FLYING POSITION. AGENCY COVERAGE UPDATED PER 09/10/2010 DEPARTMENT OF DEFENSE REQUEST TO COVER NAVY AS PART OF JOINT BASE PEARL HARBOR-HICKAM. IN ORDER TO MAINTAIN SPECIAL RATES IN NONFOREIGN AREAS AS REQUIRED UNDER SECTION 1911 OF P.L. 111-84, THE ABOVE PAY RATES INCLUDE A SUPPLEMENT OF 4.72 PERCENT OF THE BASE GENERAL SCHEDULE (SEE HTTP://WWW.OPM.GOV/OCA/10TABLES/HTML/GS.ASP), ONE THIRD OF THE 14.16 PERCENT LOCALITY PAY PERCENTAGE AUTHORIZED FOR THE REST OF U.S. LOCALITY PAY AREA IN 2010. THESE SUPPLEMENTS ARE ADDED AFTER ALL OTHER CALCULATIONS ARE DONE, INCLUDING THE APPLICATION OF THE STATUTORY PAY CAP UNDER 5 U.S.C. 5305(A)(1).
