THIS AUTHORIZATION ALSO COVERS THOSE NONFOREIGN AREAS LISTED IN 5 CFR 591.205 THAT ARE NOT LISTED ABOVE. INCORPORATING THE 1 PERCENT JANUARY 2016 GENERAL SCHEDULE INCREASE. THE ABOVE PAY RATES INCLUDE AN ADDITIONAL ADJUSTMENT ORIGINALLY ESTABLISHED DURING THE 3-YEAR PHASE-IN PERIOD FOR THE NONFOREIGN AREAS RETIREMENT EQUITY ASSURANCE ACT OF 2009 (NAREAA). THE NAREAA ADDITIONAL ADJUSTMENT IS PAID IN ADDITION TO THE SPECIAL RATE THAT WOULD OTHERWISE APPLY AND, FOR THIS TITLE 5 SPECIAL RATE TABLE AND ALL OTHERS APPLICABLE IN OTHER NONFOREIGN AREAS AS DEFINED IN 5 CFR PART 591, IS EQUAL, AT EACH GRADE AND STEP, TO 14.35 PERCENT (THE 2016 LOCALITY PAY PERCENTAGE IN THE REST OF U.S. LOCALITY PAY AREA) OF EACH EMPLOYEE'S GENERAL SCHEDULE BASE RATE.
