Equal Employment Opportunity (EEO) Compliance Notice
This page is maintained pursuant to Section 1133 of the Elijah E. Cummings Federal Employee Antidiscrimination Act of 2020 (enacted January 1, 2021) and in compliance with orders issued by the U.S. Equal Employment Opportunity Commission (EEOC).
The Elijah E. Cummings Act requires federal agencies to provide public notice when a finding of discrimination (including retaliation) has been made against the agency. Each posting identifies the date of the finding, the date of each discriminatory act, and the law violated. Notices are posted within 90 days after the finding becomes final and remain posted on this website for not less than one year.
The EEOC may also order an agency to post a Notice to Employees online and in the workplace for a specified period. The expiration date shown on an EEOC-ordered notice reflects the posting period required by the EEOC's order. Each notice will remain on this page for not less than one year after the finding becomes final, as required by the Elijah E. Cummings Act.
Your Rights and Protections
Federal law prohibits discrimination against federal employees and applicants for employment based on race, color, religion, sex (including pregnancy and all bases of sex discrimination recognized by federal law), national origin, age, disability, or genetic information. Federal law also prohibits retaliation against anyone who opposes discriminatory practices or participates in an EEO complaint, investigation, proceeding, or hearing. Federal employees and applicants are also protected from reprisal for whistleblowing, including disclosing information they reasonably believe shows a violation of law, rule, or regulation; gross mismanagement; a gross waste of funds; an abuse of authority; or a substantial and specific danger to public health or safety (5 U.S.C. § 2302(b)(8)–(9)).
To file an EEO complaint, contact OPM's Office of Equal Employment Opportunity at EEO@opm.gov. Employees and applicants must generally contact an EEO counselor within 45 calendar days of the alleged discriminatory action or, for a personnel action, within 45 calendar days of its effective date (29 C.F.R. § 1614.105). To report whistleblower reprisal, contact the U.S. Office of Special Counsel at info@osc.gov or visit osc.gov. For more information about your rights and OPM’s No FEAR Act data, see OPM’s No FEAR Act page.
