Yes, before filling most jobs in the competitive service (including those with a duty location of “anywhere in the U.S. (remote job)”), agencies are required to accord eligible displaced individuals with selection priority before the agency can fill the position with other applicants.  The three mechanisms which govern this selection priority are the: Reemployment Priority List (RPL), Career Transition Assistance Program (CTAP), and Interagency Transition Assistance Program (ICTAP).  Each mechanism has certain exceptions based on statutory and regulatory provisions.
