If the JOA specifies the duty location is “anywhere in the U.S. (remote job),” the agency must accord ICTAP selection priority to any eligible applicant, regardless of the individual’s official duty location.  This is because if the duty location specified in the JOA is “anywhere in the U.S. (remote job)” the duty location of the eligible applicant will always be within that of the duty location of the JOA.
