Yes.  This reference pertains to requirements in the Career Transition Assistance Program (CTAP) and Interagency Transition Assistance Program (ICTAP), described in 5 CFR part 330 subparts F and G, respectively.  Because a hiring agency must consider any CTAP and ICTAP eligible individuals before filling a competitive service job, regardless of the duty location specified in the JOA, a hiring agency must define “well-qualified” for CTAP/ICTAP purposes when filling jobs on a remote basis.
