Because the position can be filled from “anywhere in the U.S. (remote job),” the starting pay of the position will be subject to the locality pay of the geographic location of the selectee’s alternative worksite, which in most cases will be the selectee’s home address (although the hiring agency could approve an alternative location which is not an official government office or facility). 

For purposes of the JOA and ‘starting pay’ pursuant to 5 CFR 330.104(a)(8) OPM recommends that, the hiring agency state, “the actual salary will be based on the geographic location of the individual(s) selected for this position.”
