There may be limited situations where agencies have multiple agency worksites at many different duty locations and the individual(s) selected may be appointed to any of the work sites. In this scenario, using the “negotiable” location with explanatory text in the JOA would be permissible.
Agencies are reminded that if the position(s) has been designated by them to be filled on a remote basis, then the duty location is advertised as “anywhere in the U.S. (remote job)” and location negotiable must not be used.
