OPM Launches New HR Shared Center to Modernize Human Capital Management
WASHINGTON, DC — The US Office of Personnel Management (OPM) today announced the launch of its new HR Shared Service Center, a governmentwide initiative designed to modernize and streamline human resources service delivery across federal agencies.
Building on the Federal HR 2.0 vision, the Shared Service Center will deliver high quality, cost effective HR operations and strategic advisory services that strengthen agency mission delivery and improve efficiency. Services will be available to agencies on a voluntary, fee for service basis through OPM’s revolving fund authority.
“The federal government deserves worldclass HR services that match the scale and importance of its mission,” OPM Director Scott Kupor said. “This Shared Service Center is a milestone in our effort to streamline operations, reduce duplication, and deliver high quality service across government. With the expertise and modern HR technology we have at OPM, we are well positioned to make that vision a reality.”
OPM’s Shared Service Center will complement the support already offered by other federal Shared Service Centers while providing a full‑scale solution that integrates strategic consulting with operational HR services. It will deliver comprehensive HR operations—including benefits, staffing, onboarding, classification, performance management, and personnel action processing—alongside strategic offerings such as workforce planning, human capital strategy, assessment services, and executive development.
Multiple agencies are already working with OPM through interagency agreements to transition services.
