The Chief Human Capital Officers (CHCO) Council submits an Annual Report to Congress as required by the Homeland Security Act of 2002. These reports highlight the Council’s efforts to modernize federal human capital policies, strengthen the workforce, and advance initiatives that support agency missions. Each year’s report reflects progress, priorities, and collaboration across government to ensure a high-performing and skilled federal workforce.
