If I am a Member of Congress or designated congressional staff enrolled in a health benefits plan via the DC Health Link with a government contribution, will I be subject to a late enrollment penalty if I do not enroll in Medicare Part B as soon as I am eligible? 

No.  Because you are enrolled in an employer-sponsored health benefits plan which has credible coverage, you can delay enrolling in Medicare Part B, without incurring a late enrollment penalty, while you remain enrolled and actively employed.
