In order to access the application, you must read and acknowledge the disclaimer below.

This agreement is issued under the authority of the Federal Information Security Management Act of 2002 (Pub. L. No. 107-347,  44 U.S.C. §§ 3531-3536);  Office of Management and Budget (OMB) Circular A-130, Appendix III.

By use of this site, I signify my understanding and acceptance of these policies and practices concerning access to the Office of Personnel Management (OPM) systems and that I will be held accountable for any breach of these policies and practices.

This is a U.S. Government computer system used to conduct official government business. Business conducted on this system shall be conducted in a manner above reproach and in accordance with the highest ethical standards to ensure the public's confidence in the integrity of the Government, its employees, and systems.

  1. I understand that the OPM systems are U.S. Government systems for the purposes of conducting official Government business, and that the OPM User ID and any other information related to access and use of the systems are considered sensitive.
  2. I will NOT enter classified information into the OPM systems.
  3. I am a duly authorized representative of this HRStat Tool user.
  4. I will use the individual identification and authorization provided to me by OPM to access the HRStat Tool website.
  5. I will not share my account with any other person.
  6. I will protect my personal Password and Username from disclosure.
  7. I will log off of or otherwise restrict access to any OPM System session when I am not personally attending to it.
  8. I will use the OPM systems solely for the purposes designated by OPM.
  9. I will not post or upload any material that contains software viruses or any other computer code, files or programs designed to interrupt, destroy or limit the functionality of any computer software or hardware or telecommunications equipment.
  10. I will not upload corrupted files or any material that may be harmful to any computer software/hardware or telecommunications equipment.
  11. Upon conclusion using OPM systems, I will contact OPM/HRStat using the contact information provided to ensure my User ID is properly disabled.
  12. If I suspect an unauthorized attempt to retrieve my password or other fraudulent means to gain access to the OPM systems, I will immediately report the incident to an OPM representative at sitroom@opm.gov.
  13. I will comply with OPM IT Security and Privacy, and NIST 800-53 security controls and OMB requirements for OPM information technology systems.

Policy

All information contained within the application shall be protected from unauthorized access, use, disclosure, duplication, modification, diversion, or destruction—whether accidental or intentional—in order to maintain confidentiality, integrity, and availability. The security and privacy controls that provide this protection shall meet minimum federal requirements with additional risk-based and business-driven control implementation achieved through a defense-in-depth security structure. Access to all OPM information shall be limited based on a least-privilege approach and a need-to-know basis. Authorized user access shall be limited to only information necessary for the performance of required tasks.

Unlawful or Harmful Content or Conduct

As a user of the HRStat Tool, you may not:

  • Violate any local, state, national or international law or post any content that would encourage or provide instructions for a criminal offense.
  • Impersonate any person or entity or otherwise misrepresent yourself, your age or your affiliation with any person or entity.
  • Use the HRStat Tool to send or make available any unsolicited or unauthorized advertising, solicitations, promotional materials, "junk mail," "spam," "chain letters," "pyramid schemes," or any other form of solicitation.
  • Solicit passwords or personal information from anyone.
  • Use information or content you obtained from the HRStat Tool website or service in any manner not authorized by the Office of Personnel Management.
  • Post any material that contains software viruses or any other computer code, files or programs designed to interrupt, destroy or limit the functionality of any computer software or hardware or telecommunications equipment.
  • Engage in any predatory or stalking conduct.
  • Violate Federal criminal law involving fraud, conflict of interest, bribery, or gratuity violations found in title 18 of the United States Code.
  • Violate the civil False Claims Act (31 U.S.C. § 3729–3733).
  • Use the HRStat Tool in acquiring, reproducing, transmitting, distributing or using any controlled information including computer software and data, protected by copyright, trademark, privacy laws, other proprietary data or material with other intellectual property rights beyond fair use, or export-controlled software or data.

This Code of Conduct is subject to change at any time at the sole discretion of OPM.

Non-disclosure agreement

I agree that I am specifically prohibited from publishing, reproducing, or otherwise divulging any such information in whole or in part, in any manner or form, that belongs to the Government. I am prohibited from authorizing or permitting others to do so, and will take such reasonable measures as are necessary to restrict access to the information while in my possession.

Using such information for a purpose or to an extent unauthorized herein, may subject me to criminal sanctions imposed by 18 U.S.C. 641. This section provides, in pertinent part, "Whoever ... knowingly converts to his use or to the use of another, or without authority, sells, conveys, or disposes of any record ... of the United States ... or whoever receives ... the same with intent to convert it to his use or gain, knowing it to have been ... converted, shall be fined [not more than $10,000] or imprisoned of not more than 10 years, or both ...."
