Lisa Loss

Lisa Loss leads the government-wide suitability program on behalf of the Director, OPM, who is the Suitability and Credentialing Executive Agent. Named as the first director of Suitability Executive Agent Programs (SuitEA) upon the establishment of the office in December 2016, Ms. Loss is responsible for consolidating suitability policy, oversight, and operations under a single point of leadership and driving modernization of suitability and credentialing vetting in the executive branch enterprise. She is driven to advance the effectiveness of agency suitability programs so that those who perform the work of the government promote the efficiency and integrity of the service.

Ms. Loss’ enthusiasm for her current role stems from nearly thirty years’ experience in government vetting programs and particularly the past decade devoted to working with interagency partners to establish uniform standards and processes. Ms. Loss began her Federal career in 1987 as a Special Agent with the Defense Investigative Service and became Special Agent in Charge at the Defense Security Service’s Northern Virginia field office before assuming a policy position with OPM’s Federal Investigative Services (FIS) in 2005. Ms. Loss co-chaired the interagency working group that in 2012 established improved Federal Investigative Standards for credentialing, suitability, fitness and security clearance investigations. Prior to establishing the SuitEA office at OPM, Ms. Loss was FIS’ Deputy Associate Director for External Affairs, where she directed investigative policy, liaison to FIS’ 100-plus federal agency stakeholders, training of Executive Branch investigators and adjudicators, and management of FIS’ Privacy Act and Freedom of Information Act activities.

In addition to serving as the principal advisor to the director of OPM for government-wide suitability policy, Ms. Loss has served as an expert advisor to several presidential task forces and numerous cross-agency initiatives to improve the way the federal government examines the trustworthiness of applicants and employees. As a member of the Joint Suitability and

Security Clearance Reform Team, Ms. Loss was awarded the National Intelligence Meritorious Unit Citation by the Director of National Intelligence for work in improving security clearance processes, and she has twice received OPM’s Director’s Award for Excellence.

Ms. Loss graduated magna cum laude from Immaculata College with a Bachelor of Arts in History and International Studies. She was appointed to the Senior Executive Service in October 2014.

She and her family reside in Oakton, Virginia with an assortment of pets.
