Desmond Brown

Director, Office of Small & Disadvantaged Business Utilization

Desmond A. Brown is the Director of the Office of Small & Disadvantaged Business Utilization (OSDBU) for the U.S. Office of Personnel Management.

In this capacity he serves as an advocate and advisor who works with industry partners, acquisition offices, and program offices to maximize prime and subcontracting opportunities for U.S. Small & Minority Owned Businesses. Mr. Brown strategically improved the agency's overall small business scorecard from an annual rating of "D" to an "A+" in two years and to date has been instrumental in small businesses receiving over $1.5B in prime contracts.

Mr. Brown has extensive experience in management, particularly in procurement and small and minority business programs. Some of his previous positions held include Sr. Contracting Officer & Negotiator for the Internal Revenue Service (IRS), Acting Director of Procurement for the U.S. Small Business Administration Headquarters and Contracting Officer for the U.S. Department of Transportation. He also held a position with Lockheed Martin Information Technology (LMIT) where he managed and administered $900M worth of federal government contracts simultaneously via Social Security Administration, Center for Medicaid & Medicare and Health & Human Services' and NIH's Federal Parent Locator Service.

Mr. Brown is an expert on minority business strategic positioning, marketing, business administration and management. He has particular strengths in business development, procurement development & management. He has a solid background in coaching and mentoring small business owners interested in conducting business with the federal government coupled with reviewing and analyzing business and marketing plans.

Mr. Brown served as a Special Advisor to the White House/OMB for the Promise Zone Initiative. He is a Harvard University-Kennedy School of Government Senior Executive Fellows Graduate, has a Master of Business Administration from University of Phoenix Arizona and a Bachelor of Arts, in Communications from University of Maryland Baltimore County. Additionally, he is a FAC-C Level III Certified Contracting Officer.
