Jason Tengco

White House Liaison and Senior Advisor for Strategic Initiatives

Jason Tengco is the White House Liaison and Senior Advisor for Strategic Initiatives for the Office of Personnel Management (OPM) under the Biden-Harris Administration. In this capacity, he serves as the primary liaison to the White House on OPM’s political personnel matters, manages strategic initiatives on behalf of agency leadership and in coordination with the Presidential Personnel Office, and facilitates non-career appointments across the federal government.

Jason brings over a decade of experience in public service and community organizing working for the White House, Congress, presidential campaigns, and non-profit organizations. He previously served as the Asian American and Pacific Islander (AAPI) Outreach Lead for the Biden-Harris Transition, Coalitions Chief of Staff for Biden for President, Executive Director of the National Federation of Filipino American Associations, National AAPI Outreach Director for Hillary for America, and Deputy Director of the White House Initiative on AAPIs under the Obama-Biden Administration.

Throughout his career, Jason has participated in fellowships with the Asian Pacific American Leadership Institute, LGBTQ Victory Institute, Filipino Young Leaders Program, New Leaders Council, Asian Pacific American Institute for Congressional Studies, Asian Pacific American Labor Alliance, Center for Progressive Leadership, and Public Policy and International Affairs Program.

Born and raised in the San Francisco Bay Area, Jason graduated with Honors from UCLA and has a Master’s in Public Affairs from UC Berkeley's Goldman School of Public Policy.
