Laura O’Neill

Laura O’Neill is Senior Counsel for Oversight at the Office of Personnel Management (OPM) under the Biden-Harris Administration. She advises OPM on engagements with oversight bodies, Congressional hearings, investigations, and related matters.
Prior to joining OPM, Laura served as investigative counsel to the Select Subcommittee on the Coronavirus Crisis, chaired by Rep. James Clyburn, under the House Committee on Oversight and Reform. Laura also spent six years in private practice at Debevoise & Plimpton LLP, where she specialized in Congressional matters, criminal and regulatory matters, internal investigations, and litigation. Laura is a graduate of Columbia Law School and the University of Toronto.
