OPM Announces New Human Capital Modernization Directorate

WASHINGTON, DC - The U.S. Office of Personnel Management (OPM) launched a new Human Capital Data Management and Modernization (HCDMM) Directorate. HCDMM is being established to enhance the collection, utilization, and accessibility of the critical human capital management data that drives insightful decision-making for Federal agencies across government. 

“Advancing innovation that can support a trusted, efficient, and modern Federal workforce is a top priority of the President’s Management Agenda. Standing up the Human Capital Data Management and Modernization Directorate provides agencies with greatly improved access to the Human Capital Management data needed to support their missions for the American people by promoting IT modernization, data accountability and transparency, and the workforce of the future,” said Office of Personnel Management Acting Director Michael Rigas.    

HCDMM leverages an OPM enterprise-wide approach to managing federal human capital data to facilitate insightful decision making, consistent with the Evidence-Based Policymaking Act of 2018. The HCDMM Directorate consolidates human and financial resources that were previously part of Federal Data Solutions (within the Office of the Chief Information Officer), the Office of Strategy and Innovation Data Analysis Group, and the Human Resources Line of Business.
