Our standard staffing-related training and workshops are listed below. We also develop new trainings or tailor existing courses to meet your agency’s specific needs. All sessions are instructor-led and blend lecture, group activities, and hands-on practice using real-world scenarios.
This one-day workshop on adjudicating veterans’ preference ensures your HR Specialists have a firm understanding of: why preference is given; how to identify when preference applies; and the different types of preference awarded. Participants will also learn about various veteran hiring authorities and the ranking and selection procedures utilized in both competitive and excepted service to ensure veterans’ preference is properly applied.

In this week-long training, participants follow the staffing process from initial recruitment conversation to certification and selection. After an overview of the merit system and the laws and guiding documents used in the staffing process, the course covers job analysis and assessment; recruitment and JOA creation; qualifications development and review for both GS and WG positions; and category rating, rule of many and merit promotion principles.

Over the course of the day, attendees of this workshop will learn the category rating approach to assessing and selecting job applicants for positions filled through competitive staffing. The workshop includes training on administering the assessment tool; distinguishing differences in quality based on job related competencies/ KSAs; defining quality categories; applying veterans’ preference; and making legal selections.

Our staffing experts will cover key topics to prepare participants for the Delegated Examining Assessment. The week-long session includes topics such as OPM and agency responsibilities; identifying a job’s key competencies and effective assessments; recruiting and announcing the job; accepting and reviewing applications; assessing applicants; certifying eligibles; reporting requirements; and Merit Systems accountability.
Delegated Examining training and/or certification is also available to individuals or groups on our course schedule.
This one-day workshop takes a deep-dive into the job element examining process used for Federal wage positions. Upon completion of the workshop, participants will be able to: locate and select appropriate job elements for positions; identify unique characteristics of wage grade announcements and assessments; conduct job analyses for wage grade positions; write screen out elements and assessment items using best practices; and assess wage grade applications for qualifications.

Ensure your HR staff are primed to take advantage of a multitude of hiring flexibilities by attending this one-day workshop. Topics covered include: appointing highly skilled, trained, and dedicated veterans; finding and hiring people with disabilities; attracting new talent by recruiting and hiring participants; and using direct hire, time-limited appointments, and various non-competitive authorities. The course also explores various USAJOBS features, such as Agency Talent Portal and Talent Pools, which can help your agency source high-quality candidates.

OPM offers a variety of off-the-shelf workshops appropriate for hiring managers, HR liaisons or others involved in the staffing process who are not doing day-to-day human resources work. Classes include HR Essentials for the New Hiring Manager, Category Rating for the Hiring Manager, Veteran Hiring in the Federal Government, and Rule of Many for the Hiring Manager. Our team is also prepared to develop a customized workshop based on the needs of your agency’s hiring officials.
Understanding the MSPs/PPPs is critical when working in Federal HR. This half-day course is intended for anyone involved in the hiring process – from HR Specialists to HR Officers, Administrative Officers, HR Assistants, and selecting officials. By covering the principles in-depth and relating them to actual MSPB cases, participants in this half-day course will gain greater understanding and appreciation for these important laws.

Ensuring employee official personnel folders are maintained appropriately is an important function of HR. During this four-hour workshop, attendees will walk through the Guide to Personnel Record Keeping and be given opportunities, with a variety of in-class exercises, to practice utilizing that document to make decisions related to creating and maintaining personnel files.

Participants will focus on writing and reviewing applications for qualifications using OPM’s best practices. After covering the OPM Qualifications Standards for GS positions in detail, participants will draft their minimum qualifications for review and feedback from their peers and our experienced instructors. The course also covers identifying appropriate selective and quality ranking factors and provides significant practice reviewing resumes and transcripts against established qualifications. Special time and attention are given to calculating combinations of education and experience. For those agencies which hire Federal Wage positions, an optional module covering job element examining can be included. That module provides experience selecting the appropriate elements; writing screen out elements; and reviewing resumes for wage grade positions.
Agencies have choices when it comes to rating and ranking candidates in the competitive and excepted services. Through this one-day workshop, participants will learn to create certificates using category rating, rule of many, and “eligibles-only” methods. Emphasis is placed on properly ranking candidates; applying veterans’ preference; making legal selections; and utilizing any flexibilities available under each method.

This half-day training introduces attendees to the rule of many rating and ranking method used in both the competitive and excepted services. The course starts by covering the benefits of rule of many, as well as how this method differs from previous methods, such as category rating. After discussing how agencies can define the “many,” participants will take a deep dive into applying veteran’s preference; creating a properly ranked certificate; utilizing the three consideration rule; and making legal selections.

Collaboration is key to effective staffing, and through this one-day workshop, participants will learn strategies for driving customer engagement during the job analysis and assessment stages of the staffing process. Special emphasis will be placed on the types of assessments used commonly in the Federal government (e.g. structured interview, work samples, tests) to ensure attendees have the foundational knowledge necessary to navigate strategic conversations around this topic. While the training is aimed at HR Specialists, anyone involved in the recruitment process can benefit from the information provided during this session.
