Agency DEIA Strategic Plan Appendices

Strategic Goals: The goals in this Plan communicate OPM’s efforts to address problems, needs, challenges, and opportunities concerning DEIA. This plan’s goals articulate clear statements of what OPM aspires to achieve by executing the Plan. These goals also consider emerging trends, technologies, and significant changes in the operational environment in anticipating the impact to the agency’s mission. Lastly, the goals reflect the statutory mission of the agency.

Strategies: Strategies guide the actions that OPM will take to advance the related goals. These may include, but are not limited to, actions such as analysis of outliers, implementation of promising practices, process improvements, regulatory initiatives, legislative proposals, or guidance revisions.

Performance Measures: In writing the OPM DEIA Strategic Plan the team made a concerted effort to develop strong goals that are quantifiable and reflect a timeframe for accomplishments to be achieved. Goal owners will be assigned to all DEIA Strategic Plan goals, and a series of performance measures will be identified, tracked, and reported on a regular, recurring basis. The measures are used to track progress toward achieving OPM’s strategies and goals.

Diversity: The practice of including the many communities, identities, races, ethnicities, backgrounds, abilities, cultures, and beliefs of the American people, including underserved communities.

Equity: The consistent and systematic fair, just, and impartial treatment of all individuals, including individuals who belong to underserved communities that have been denied such treatment.

Inclusion: The recognition, appreciation, and use of the talents and skills of employees of all backgrounds.

Accessibility: The design, construction, development, and maintenance of facilities, information and communication technology, programs, and services so that all people, including people with disabilities, can fully and independently use them. Accessibility includes the provision of accommodations and modifications to ensure equal access to employment and participation in activities for people with disabilities, the reduction or elimination of physical and attitudinal barriers to equitable opportunities, a commitment to ensuring that people with disabilities can independently access every outward-facing and internal activity or electronic space, and the pursuit of best practices such as universal design.
