Non-Senior Executive Service (SES) PA systems must meet the requirements listed in section 430.204(b) of title 5, Code of Federal Regulations. In order to establish your agency’s system, your agency must fill out OPM Form 1631 and submit to OPM. Once your agency’s PA system is reviewed and approved by OPM, you can develop and implement your agency’s PA program. The PA program does not need to be sent to OPM for approval, but it does need to meet specific OPM requirements. SES PA systems must meet the requirements established in 5 U.S.C. 4311-4314. Once the system is created, it is submitted to OPM with the Performance Appraisal Assessment Tool (PAAT) for certification. PMS consultants are experienced in creating Non-SES and SES PA systems and programs from scratch and submitting PA systems for approval or certification.
