There are a number of things you can do to ensure you get the kind of applicants you want.  First, never “post and pray,” you should always perform strategic recruiting from areas you have had success in the past.  Next, follow our best practices for developing assessments.  These tips will help you identify the critical competencies to look at in your assessment.  On the rating side of things, you should be using the Category Based Rating technique, which will give you more choices in your selection decision.  In Category Based Rating you are no longer limited to the top three candidates, instead you can select from the top category (within veterans preferences).  You should also consider the range of hiring flexibilities available to you, including the Student Career Experience Program.  When considering the SCEP flexibility, it is important to remember you can hire a SCEP at any GS level.
