The ACWA can be administered both online and as a paper-and-pencil (written) test, with the online option being used much more frequently.
If you are applying for an ACWA position through a job opportunity announcement on OPM's USAJOBS (http://www.usajobs.gov), you will see a reference to an "On-line assessment questionnaire" under the How to Apply tab or section. The on-line assessment is the ACWA questionnaire.
