Do the existing coverage rules under 5 USC 8906a (where an employee on a temporary appointment has completed one year of current continuous employment, excluding any break in service of 5 days or less, may enroll paying both the employee and the Government shares of the premium) still apply?

Yes.  Temporary employees who are not expected to work 130 hours or more per month but complete one year of current continuous employment excluding any break in service of 5 days or less may enroll in FEHB coverage paying both the employee and the government shares of the premium.
