Annual Employee Survey Results
Section 1128 of the National Defense Authorization Act for Fiscal Year 2004 (Pub. L. 108-136, 5 U.S.C. 7101 note) requires executive agencies to survey their workforce annually on topics including performance management, leadership and organizational alignment, workplace culture and employee experience.
Agency Equity Action Plan

Per Executive Order EO 13985 and 14091, OPM assesses how the agency’s services and programs might perpetuate barriers for underserved communities, developed strategies to eliminate barriers and advance equity for all.

Agency Financial Report
The Agency Financial Report (AFR) provides an overview of OPM’s financial results to help Congress, the President, and the public assess the agency’s stewardship over the financial resources entrusted to execute its mission.
Agency Performance Report
The Annual Performance Report (APR) provides an overview of OPM’s progress in implementing the strategies and achieving the objectives and goals in its Strategic Plan.
Annual Evaluation Plan
Pursuant to the Foundations for Evidence-Based Policymaking Act of 2018, the Office of Personnel Management develops an Annual Evaluation Plan, which describes significant evaluation activities that the agency will undertake.
Annual Freedom of Information Act Report
The Freedom of Information Act (FOIA) requires that each year agencies submit to the Attorney General a report covering the prior fiscal year that includes numerous details regarding the agency’s administration of the FOIA. 5 U.S.C. § 552(e)(1) (2018).
Chief FOIA Officer Report
The Freedom of Information Act (FOIA) requires all agency Chief FOIA Officers to report to the Attorney General on their performance in implementing the FOIA. 5 U.S.C. § 552(j)(2)(D) (2018). The Attorney General’s FOIA Guidelines, accordingly, direct the Chief FOIA Officer to report each year to the Department of Justice on the steps taken by the agency to improve FOIA operations and facilitate information disclosure.
Conference Spending Report
Pursuant to OMB Memorandum M-17-08, Amending OMB Memorandum M-12-12,Promoting Efficient Spending to Support Agency Operations, agencies must provide a description of all agency-sponsored conferences from the previous fiscal year (FY) where the net expenses for the agency associated with the conference were in excess of $100,000.
Congressional Budget Justification (CBJ) and Annual Performance Plan
In the annual Congressional Budget Justification and Annual Performance Plan, OPM shows how it uses – and plans to use – the resources appropriated by Congress to achieve its mission. The CBJ is prepared for Congress, and is also made available to the public.
Federal Equal Opportunity Recruitment Program
OPM has the responsibility to annually report to Congress on progress under the Federal Equal Opportunity Recruitment Program (FEORP). The report is prepared in compliance with the law (5 U.S.C. 7201 and 5 CFR Part 720, Subpart B).

Federal Student Loan Repayment Program
Section 5379(h)(1) of title 5, United States Code, requires Federal agencies to report annually to OPM on their use of student loan repayments during the previous calendar year (CY). Section 5379(h)(2) of title 5 requires OPM to prepare, and annually submit to Congress, a report containing information provided by agencies that use this human capital authority.

Note: the Calendar Year 2021 Federal Student Loan Repayment Program report and previous years include agency specific narratives on leading and promising practices, lessons learned, and impediments to leveraging the SLRP authority. Starting with Calendar Year 2022 agency narratives are no longer included within the reports.
Human Capital Review
Human Capital Reviews (HCRs) are annual, evidence-based reviews conducted between the Office of Personnel Management (OPM) and Chief Financial Officer (CF) Act agencies that allow agency human capital leaders to discuss the implementation and achievement execution of human capital goals, including risks, barriers, and successful practices.

Inspector General Semiannual Reports and Corresponding Management Responses
Under the Inspector General Act of 1978, as amended, Federal Inspectors General are required to submit Semiannual Reports to Congress describing the offices’ activities and accomplishments during that reporting period. The agency is required to prepare a "Management Response" to each Semiannual Report which can be viewed below.

Political Appointees to Nonpolitical Permanent Positions
In accordance with the Edward "Ted" Kaufman and Michael Leavitt Presidential Transitions Improvements Act of 2015 (Public Law 114-136, March 18, 2016), OPM is required to periodically submit a report to Congress regarding requests by agencies to appoint current or recent political appointees to covered permanent career positions.
Taxpayer-Funded Union Time Usage in the Federal Government
This Governmentwide report on the use of taxpayer-funded union time and other government resources for Federal employees representing labor organizations promotes transparency, accountability, and good stewardship for the American taxpayers.
