2014 Annual Employee Survey Results

1. Interpretation of Results

OPM uses employee survey results to gather information about employee perceptions and identify ways to drive agency performance and improve employee satisfaction. Results are analyzed to identify areas of strength and concern and then communicated Agency-wide. Managers and employees work together to create positive change in the organization by capitalizing on our successes and strengthening our weaknesses. Annually, action plans are developed to identify specific areas of concern and remedies to maintain high levels of employee satisfaction and engagement.

The 2014 Federal Employee Viewpoint Survey (FEVS) results have been reviewed and analyzed to gauge employee perceptions on how well the Agency is meeting its goal of attracting, engaging, and developing a diverse and inclusive workforce. Employees enthusiastically responded to the opportunity to participate in the survey with a response rate of 73.6% up from 58.0% responding in 2013 and more than 26% over the Governmentwide response rate. The survey results continued to reflect positive opinions about employment at OPM. The agency held steady compared to 2013. OPM was 5th out of 37 agencies on the Global Satisfaction Index, an indicator of employees’ overall workplace satisfaction, and 6th on the Employee Engagement Index indicating the agency has an environment that facilitates an engaged workforce.

Some of the agency's gains this year can be traced to a concerted effort to improve the process to select new supervisors, provide training and support to supervisors, and hold supervisors accountable for creating a diverse and inclusive work environment. Reflecting these efforts, 82.1% of employees feel that their supervisor is doing a “Very Good” or “Good” job, an increase of 4% from 2013. Compared to last year's results, more employees feel that supervisors provide them with constructive feedback to improve performance (74.6%, up 5%) and opportunities to demonstrate their leadership skills (71.8%, up 4%). In the area of Diversity and Inclusion, the establishment of OPM’s Diversity and Inclusion Council and employee resource groups has led to a renewed focus on creating a work environment that welcomes employees from all backgrounds and leverages their unique strengths to improve the performance of the agency. Supervisors have embraced this perspective, as demonstrated by the 4% improvement in positive responses regarding whether supervisors are committed to a workforce representative of all segments of society (77.1%).
