Customized Workshops and Training

OPM’s Strategic Consulting Center delivers customized workshops and training for strategic organization and human capital topics, such as organization design, Reduction in Force (RIF), and outplacement and career transition. We customize our trainings in length, depth of instruction, target audience, method of delivery (in- person or virtual), and training objectives.

OPM trainers use lecture, discussion, and hands-on exercises to provide information on the background and framework, Federal policy, and best practices related to the training topic. We tailor training content around the agency’s current policy, data, and related scenarios to equip participants with relevant knowledge, skills, and resources to effectively align human capital management solutions and improve organizational performance. Currently, we offer trainings virtually, in- person, or in a hybrid format.

Business Process Management

Effective management of core business processes directly supports efficient operations and accelerates an organization’s mission by ensuring work is performed efficiently, consistently, and in alignment with strategic goals. Business Process Management (BPM) is a methodical approach to analyzing, improving, and optimizing work processes within an organization and has proven value when used as a management discipline to align business processes with organizational strategy to enhance efficiency, effectiveness, flexibility, and customer satisfaction.

OPM delivers BPM training using a mixture of lectures, case study discussions, and group exercises to maximize engagement and learning outcomes. During this one-day course, training participants will be introduced to a structured framework that will assist with achieving consistent, efficient, and agile operations.

Career Transition Assistance and Outplacement

Career Exploration and Job Search Strategy workshops help employees transition to their new careers. The workshops will be dedicated to current and future career exploration and job search techniques and strategies.

Resume Writing and Interview Techniques workshops help employees create or update their individual resume or application.

One-on-One Career Coaching can also provide one-on-one career coaching to give employees the opportunity to work with an OPM coach to review areas of employment interest, current knowledge, skills, and abilities and how best to prepare a resume and prepare for an interview. Coaches will also work with employees on options for training, opportunities to explore competency development, and development of a personal timeline for career planning.

Change Management

Change Management (CM) is the systematic planning, implementation, and reinforcement of organizational change to ensure people, processes, and technologies transition smoothly from a current state to a desired future state, and with minimal disruption and maximum engagement. OPM’s CM training introduces popular change management models and is delivered through eight hours of instruction using a mixture of lectures, case study discussions, and group exercises to maximize engagement and learning outcomes. With successful organizational change as the focus, participants will be introduced to change management principles, practices, and tools that will support successful change at the individual and organizational level.

Organization Design for Leaders

This course is designed to equip leaders to sponsor and to deliver organization design (OD) that measurably improves mission outcomes, integrating Continuous Process Improvement (CPI), Business Process Management (BPM), and Change Management (CM).

This course may be delivered as a two-hour, half-day or full-day briefing.

Organization Design for Strategic and HR Practitioners

This course is designed to equip practitioners to deliver organization design (OD) that measurably improves mission outcomes, integrating Continuous Process Improvement (CPI), Business Process Management (BPM), and Change Management (CM). This course may be delivered as two-day lab-based workshop.

Reduction-in-Force/ Reshaping

The Fundamentals of Reduction-in-Force training covers an overview of the core aspects involved in planning and executing an effective RIF. The course is designed to equip HR professionals with a clear understanding of federal RIF processes, key considerations, and best practices for ensuring compliance and minimizing disruption during a RIF event. The course covers:

  • An overview of critical RIF rules and procedures, including pre-RIF preparation tasks such as reviewing electronic Official Personnel Files (eOPF), defining competitive area and levels, and using retention registers.
  • Creating RIF notices, managing placements, and supporting outplacement activities.
  • Workforce reshaping strategies available to agencies, highlighting the key considerations when creating short-term and long-term workforce plans. This includes a focus on Voluntary Early Retirement Authority (VERA) and Voluntary Separation Incentive Payments (VSIP) as tools to avoid involuntary separations as well as the process to request the use of these authorities from OPM.
