HC Transformation – Strategic Framework

 

Overview

Through governmentwide multi–agency collaboration OPM continues to maintain and update the core and non-core requirements for the Human Resources Line of Business. The current updates are based on changes to policy and the recommendations of Federal stakeholder agencies during Fiscal Years (FY) 2009 and 2010.

Please note that the format for viewing and retrieving the HR LOB target requirements has changed with this update. The target requirements have transitioned to a centralized database environment that provides end-users: the most up to date information on the requirements in real-time, multiple views of the requirements including service component mappings, and the ability to download requirements information in both PDF and CSV formats.

The target requirements report can be accessed at the following link: HR LOB Target Requirements for Shared Service Centers version 4.0. There are four different ways to retrieve and view the target requirements that were previously available in the Appendices of the target requirements report.

Requirements and SSC Self-Evaluations by Function

Requirements by Function

The Requirements by Function report provides ALL the target requirements for a specific function in list form. This report includes information on how each requirement links to the HR LOB Business Reference Model version 2 through the Process and Activity Linkages.

SSC Self-Evaluations by Function

The SSC Self-Evaluations by Function report displays each Shared Service Center and payroll provider's self-evaluation against target requirements by function. This report is useful for determining if a provider meets the requirements associated with a specific function (e.g., Compensation Management). The report is designed to display ALL target requirements within the function for the provider selected.

Section 6.4 of the HR LOB Migration Planning Guidance (MPG) provides additional information on how agencies can use this report.

Requirements and SSC Self-Evaluations by Service Component

Requirements by Service Component

The Requirements by Service Component report provides ONLY those target requirements that map to a specific service component in list form. This report also displays information on how each requirement maps to the HR LOB Service Component Model version 2.

SSC Self-Evaluations by Service Component

The SSC Self-Evaluations by Service Component report displays each Shared Service Center and payroll provider’s self-evaluation against target requirements by service component. This report is useful for determining if a provider fulfills the target requirements associated with a specific service component (e.g., benefits counseling). The report is designed to provide ONLY the target requirements within an individual service component for the provider selected.

Please note that this report provides a new view of the self-evaluations that was not previously available. For more information on service components please refer to the HR LOB Service Component Model version 2.
