GSA and OPM Lower Human Capital and Training Solutions Contract Access Fee from 2 to 0.75 Percent

Lowering Fee by More Than 60 Percent Will Make Program More Competitive; Demonstrates Value to be Achieved for Customer Agencies through Administration’s Reform Plan

WASHINGTON, D.C. -- The U.S. General Services Administration (GSA) today announced it is lowering the Human Capital and Training Solutions (HCaTS) program’s Contract Access Fee from 2 percent to 0.75 percent effective immediately. HCaTS is part of a strategic, government-wide movement to “buy as one” through category management. It has been awarded through a partnership between the U.S. Office of Personnel Management’s (OPM) Human Resources Solutions Division, which provides subject matter expertise, and GSA, which provides contracting expertise, since 2016.

“Lowering HCaTS’s Contract Access Fee will make the program more competitive and is a great example of the efficiencies we can gain, and value we can create by transferring the Human Resources Solutions portfolio to GSA through the administration’s government reform plan,” said GSA Administrator Emily Murphy. “GSA looks forward to further leveraging these capabilities to enhance the delivery of operational services across the government and bringing additional value to our customer agencies through the administration’s reform efforts.”

“The HCaTS contracts were envisioned to support agencies in meeting complex people management challenges, including agency restructuring and reshaping," said OPM Director Jeff T.H. Pon. “The reduced CAF removes a cost barrier of the HCaTS contracts, which provides a strong incentive for Federal agencies to use them to gain access to world-class industry partners, the human capital expertise of OPM, and the acquisition expertise of GSA."

HCaTS has been designated as a best-in-class (BIC) solution since FY 2017. As part of the category management effort, BIC contracts are recognized as being “good-for-government” purchasing solutions and agencies must consider leveraging the use of BIC providers. As part of the BIC process, HCaTS has met rigorous category management performance criteria as defined by the Office of Management and Budget.

Federal agencies can use HCaTS to procure contract support in three key service areas:

  • Customized Training and Development Services
  • Customized Human Capital Strategy Services
  • Customized Organizational Performance Improvement
