Human Capital and Training Solutions Small Business Contract Adds 24 New Firms
Recently, the General Services Administration (GSA) announced the addition of 24 new firms to the Human Capital and Training Solutions (HCaTS) Small Business contract, Pool 1, bringing the total to 35. This best-in-class, indefinite delivery/indefinite quantity contract is a total small business set-aside designed in part to help agencies meet their small business procurement goals.
“By bringing on board 24 new small business contractors, we have significantly strengthened agencies’ ability to acquire their mission-critical training solutions through the HCaTS Small Business contract,” said James McPherson, Deputy Associate Director of HR Solutions at the Office of Personnel Management (OPM). “We are delighted to have those partners join the OPM and GSA team.”
In addition to the Small Business contract, HCaTS also offers an unrestricted contract awarded under full and open procurement, which includes firms of all sizes, including many small businesses. Both contracts offer customized services in three key areas:
- training and development
- human capital strategy
- organizational performance improvement
“The HCaTS contracts provide agencies with a reliable, flexible, fast, and efficient way to obtain best-in-class solutions for mission-critical goals and objectives,” said Joseph Kennedy, Associate Director of HR Solutions at OPM. “The HCaTS contracts are elements of a strategic, government-wide movement to ‘buy as one’ through Category Management. They’re an important step toward optimizing spending in the human capital category.”
Resulting from a partnership between OPM and GSA, the HCaTS contracts combine each organization’s specific expertise—OPM in human capital and GSA in acquisition. In addition, agencies that would like post-award project management support can receive those services from the Human Capital Industry Solutions office within HR Solutions.
